The finance and admin manager will support the Project Coordinator of the GIAE EU co-financed project in the coordination of the project finance and administrative activities with GIZ Country Office, GIZ HQ and EU delegation in Nigeria.

Job Description/Requirements


Under the direct supervision of the Project Coordinator the finance and admin manager will:

  • Manage the project finance and administrative activities.
  • Handle procurement and contract management.
  • Handle financial control and reporting.


1. Manage the project finance and administrative activities He/she will

  • Work closely with the programme coordinator to develop sound operational work plans, annual budgets and implementation plans in line with the project indicators and result areas.
  • Ensure smooth project finance transactions and implementation of project accounting activities, including accurate cash protocols and bank reconciliation and timely submission of vouchers to GIZ office at end of each month.
  • Coordinate the organization of project workshops, training, travels, and other logistics activities.
  • Coordinate the office management and efficient use of project assets and consumables.

2. Procurement and contract management

He/she will

  • Handle the preparation of local and international procurements, contracts, grants agreement, financing agreement and local subsidies in line with GIZ and EU delegation regulations and interfacing with GIZ HQ and country office.
  • Monitor contracts, grants and financing agreements and subsidies and ensure timely invoicing and settlement of obligors.
  • Maintain a good database of consultants and suppliers for easy procurement of goods and services

3. Financial control and reporting

He/she will

  • Ensure compliance with all financial and recordkeeping requirements of GIZ, EU and other legislative and regulatory requirements.
  • Ensure that the project financial transactions are in line with the EU contract and approved budget lines.
  • Monitor project implementation and annual budgets to avoid overspending of the approved budgets lines.
  • Evaluate financial risks associated with operational activities and take appropriate action to avoid ineligibility cost for EU Delegation and ensure accountability and effective implementation.
  • Prepare for GIZ internal control (IC) and EU audit and ensure effective implementation of IC and audit recommendations.
  • Support the project coordinator to prepare the reports to the EU and ensure that the project reports are in line with the financial transactions for the period.

4. Other duties/additional tasks

He/she will

  • Oversee the works of the Admin Assistant and other support staff (drivers, cleaner etc).
  • Performs other duties and tasks at the request of the Project Coordinator.

Required Qualifications, Competences and experience Qualifications

  • Master’s degree in economics, finance/accounting, business management, or related field

Professional Experience

  • Minimum of 5 years of professional working experience in a similar position
  • Broad experience in financial management, contract management and operation management
  • Experience in GIZ project and/or EU funded project is an added advantage
  • Experience in GIZ Onsite reporting tool is an added advantage

  • Good analytical, decision making and problem-solving skills
  • Strong oral and written communication skills
  • Ability to communicate adequately with interdisciplinary/multi-institutional teams (units/research organizations, NGOs and government agencies, farmers, farmers organizations, and donors)
  • Team player and constructive attitude responding positively to critical feedback and differing points of view
  • Advanced working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Developed attitude and awareness of service delivery

  • Composed and good-humoured even under pressure
  • Open to change and ability to manage complexities
  • Knowledge of the German language is an asset
